The Kansas Low Income Energy Assistance Program (LIEAP) is a Federally funded program that helps eligible households pay a portion of their home energy costs by providing a one-time per year benefit. Benefit levels vary according to the following factors: 1) Household income, 2) number of persons living at the address, 3) type of dwelling, 4) type of heating fuel, and 5) utility rates.

The Food Assistance & Nutrition Program is a nutrition assistance program, which provides a Kansas Benefit card (plastic debit card) to eligible persons for use in purchasing food from local grocery stores. Complete information regarding Food Assistance eligibility can be obtained by contacting your nearest Department for Children and Families Office or by calling 1-888-369-4777. Any single individual or household group whose income and resources are low and who meet certain basic program requirements can qualify. Food Assistance is available to all eligible persons regardless of race, color, creed, sex, age, national origin, political beliefs, or handicaps. There are specific eligibility requirements in Kansas and in every state. You must work with the Department for Children and Families to apply and confirm your eligibility.

]]>On Wednesday, May 12, low-income families can begin applying for the Emergency Broadband Benefit through the FCC, to help cover the cost of their broadband service and the purchase of a new laptop, desktop or tablet. To be eligible, a family must meet at least one of the following:\ The household suffered a substantial loss of income since the start of the pandemic emergency, set at Feb. 29, 2020. Persons filing under this provision must have 2020 income of less than $99,000 for single tax filers and $198,000 for joint filers.\ The household’s income is less than 135% of the federal poverty level, currently $35,775 for a family of four.

]]>The KMEA financing program is aimed to give cities an option when a large project, like the purchase of new generation, a substation upgrade, or similar capital-intensive project, is needed for the utility. KMEA assumes the project-related debt on behalf of the city. The city reimburses KMEA through a capacity contract payment that is simply included on KMEA’s normal monthly power supply bill.
“The City of Oberlin’s staff and governing body placed their trust in KMEA to get this project off the ground. The process was long and tedious and there were several opportunities for the city to step away from the project, but they were as determined as KMEA to get this done.” says Gerry Bieker, managing director of electric operations.
Congratulations to the city of Oberlin as it reaches another project milestone. The new engines are expected to be fully operational by the spring of 2024.
]]>Homeowners must provide a 10 percent match up to $1,000 as well as pay any costs above and beyond the $10,000 grant. Rental properties are not eligible for this program. Self-help (homeowner supplying the needed labor with the program supplying reimbursement for materials) is allowed, but a 10% match is still required.

]]>Since the HEAL grant program was launched in 2021, more than $3.5 million has been awarded to fund 63 projects in 48 counties throughout Kansas.
Enhancements have been made for HEAL 4.0 that are designed to set up applicants for even greater success, including a longer application period and a maximum award of $100,000. Additionally, formal bids will be required this round from licensed contractors at the time of application submission.
“HEAL 4.0 will offer even more support and funding for communities working to bring vacant and underutilized buildings back to productive use,” Lieutenant Governor and Secretary of Commerce David Toland said. “We want as many communities as possible across the state to benefit from this successful program that breathes new life into downtown districts.”
HEAL grants help bring downtown buildings back into productive use as spaces for:
Submitted projects must show potential to be economic drivers in that community and also demonstrate that the space will be occupied by the end of the project. Proof of 1:1 matching funds from the building owner will be required at the time of application.
Communities that received a HEAL grant in the first round (awarded spring/summer 2022) are now eligible to apply again. Communities that received HEAL grants in either fall 2022 or spring 2023 are not eligible to apply this round.
The application window opens August 14 and closes November 10 with award notifications in mid-December.

]]>Water demand on May 1st exceeded 500,000 gallons per day, triggering the first stage of the city’s drought response. Stage 1 of water conservation consists of voluntary measures including, but not limited to: curtailing outdoor water use and making efficient use of indoor water, i.e. only wash full loads of laundry, take short showers, don’t let faucets run, etc.
